Contentment Foundation — California County Intelligence

Each county is scored out of 18 points across two dimensions: Fit (up to 8 pts) and Timing (up to 10 pts). Scores were assigned during the research phase based on evidence found — never estimated from general knowledge.

Fit factors assess structural readiness: whether the county has confirmed MHSA/PEI funding, a track record of strategic alignment with school-based wellbeing, and procurement infrastructure in place. Timing factors capture urgency: active RFPs or open procurement signals score highest; historic signals score lower; rurality adds a point for counties that match CF's primary delivery model.

Counties with incomplete data receive a −2 penalty. Tiers are: Hot ≥ 12 · Warm 6–11 · Cold 0–5. No Hot leads were found in this cohort — the highest-scoring counties are Warm and represent the best near-term outreach targets.
